Introduction to Local Government, Elections and Rural Development Department

Up to 1959 the concept of Local Government was in vogue through District Boards, Municipal Committees and notified Area Committees.
Basic Democracies (BD) system was introduced in 1959.
In 1979 through an Ordinance the system was reinvigorated.
In 2001, The concept of Local government and devolution to lower level of management was re-organized and made more effective through Local Government Ordinance 2001.
Provincial Khyber Pakhtunkwha Local Government Act-2013 has been passed by Provincial Assembly, covering all aspects of Local Governments in a more advanced way.
Ongoing Reforms/Initiatives:

Implementation of the Khyber Pakhtunkhwa Local Government Act 2013 is in practice now. Delimitation process has been completed and preparations are underway to conduct the local government elections in Khyber Pakhtunkhwa.
The revenue wing of the Department plays a pivotal role as far as successful undertaking of its roles and functions are concerned. To ensure sustainability of measures and efforts, reform in improving local revenue has been identified as one of the key priority interventions by the Provincial Government.
The Department is putting lots of emphasis on enhancing the reach and accessibility of municipal service delivery to every citizen of Khyber Pakhtunkhwa. In the buildup phase, a province wide cleanliness and sanitation campaign was rolled out which has received considerable support and admiration from citizens and stakeholders.
Encroachments have been an underlying issue for the local administration since long. Under the new leadership, the Department gave the directives along with the necessary implementation support to clear public roads and residencies from intrusions thereby bringing longstanding relief to commuters and pedestrians.
The “Clean and Green Peshawar” initiative is a major breakthrough of the Department aimed at beautification of the Provincial Capital to bring back its lost glory. This will be done through revival of green belts, rehabilitation of pedestrian sidewalks, widening of major roads and provision of public recreation opportunities.
Services of competent, resourceful and experienced consulting firms will be rendered to execute new civil works projects. Quality and delivery will be ensured through regular monitoring, periodic quality checks and third party validations.
Local governments’ ability to minimise and manage disaster risk remains one of the imperative considerations for the Department. To that effect, comprehensive capacity development support will be provided to local councils at the district and tehsil levels to counter threats from any disaster.
Under the Municipal Services Program, the Department has equipped municipalities in Khyber Pakhtunkhwa with modern solid waste management apparatus. Resultantly, the municipalities are better placed to expand the reach of their services.
In line with the Provincial Government’s “E-enablement Vision”, all the local councils in Khyber Pakhtunkhwa will be brough online in a phased wise manner. The Department’s website has been launched in the first phase, thus paving the way for the introduction of an ICT culture to enable accessibility and provision of public services to all the citizens of Khyber Pakhtunkhwa.
Two-way communication has been underpinned as an essential input to strengthen state-citizen relations and improve social dialogue. The Department is setting up a “Grievance Redressal System” to sustain an open communication link with the citizens and at the same time collect their feedback on service delivery.
